September Digital Projects Pulse: Queensland reports fewer Red ratings as B2E’s approved budget rises

Queensland’s digital-project dashboard recorded fewer Red-rated entries in the September snapshot, while QBuild’s Build to Enable program moved to Green with higher approved expenditure and a later completion date.

Queensland’s digital-project dashboard recorded two Red-rated entries in the September snapshot, down from five in the selected July baseline.

QBuild’s Build to Enable (B2E) Program moved from Amber to Green while its reported approved expenditure rose from $20.1m to $76.3m, the largest increase among the Queensland entries compared. Planned completion was extended by 18 months to 31 December 2029.

The program is intended to upgrade QBuild’s core systems for asset management, finance, project delivery, planning and customer intake.

The dashboard says B2E is recommencing after approval of a refreshed business case. It lists total investment of about $138.3m across two tranches, with Governor in Council approval to spend about $76.3m on Tranche 1.

B2E’s better rating came with a larger approved budget and more time to deliver. These are approved-expenditure figures, not actual spending, and the increase alone does not establish a cost overrun.

Some entries moved from Red to Amber; one moved to Green and closed

The reported approved expenditure attached to Red entries fell from about $117.0m to $26.8m between the selected July and September snapshots.

That fall largely reflects entries moving out of Red. It does not measure savings or resolved delivery problems. Much of the former Red approved expenditure is still attached to entries now rated Amber.

Several entries moved out of Red:

  • Queensland Shared Services’ Finance Information Technology System moved to Amber after a revised delivery schedule was agreed. The dashboard describes changes to the testing timetable.
  • The Resource Authority Register moved to Amber following approval of an updated business case. The dashboard describes an optimised scope and revised delivery approach.
  • Cairns Hospital Medtasker moved to Green and from Paused to Ended. The dashboard says the project board decided to close the project in its current form and reinvestigate the business requirements for a Cairns Hospital clinical tasking system.

Combined Amber or Red entries fell from 27 to 25, with reported approved expenditure falling from about $715.9m to $673.9m. The combined figure includes Red entries.

Queensland’s changes were mixed

Compared with the selected July baseline, Queensland recorded 18 status changes, 13 budget changes, 22 stage changes and 18 approved end-date changes.

The number of entries flagged for cost re-evaluation rose from 46 to 50. Delivery-delay flags fell from 86 to 75, and scope-change flags fell from 19 to 13. These are dashboard-reported fields and comparison results, not an independent assessment of project performance.

Several Queensland Health entries moved the other way, from Green to Amber. These included Cairns Hospital Emergency Department Communication Platform, Electronic Security System Replacement, Flexible Data Collection, Integrated Consumer Journey Board, Project Management Platform Replacement, Queensland Health Aggregate Data Collection and Voluntary Assisted Dying compliance enhancements.

About the data

The Pulse uses project entries from public Queensland and Victorian dashboards. It does not cover every public digital project or independently assess delivery performance.

This article focuses on Queensland movement between a selected July baseline and the September snapshot. Queensland entries in the September view have source dates ranging from 10 June to 1 September 2026. Victoria remains on the Q2 2025-26 public resource and did not show selected-baseline changes in this comparison, so it is not treated as a September movement story here.

Counts can be affected by entries being added, removed, closed, renamed or normalised between snapshots. “Unknown” means the source did not publish a status, and none was inferred. Missing approved expenditure was left blank rather than estimated. One Queensland HUPS entry appears to have a naming or public-ID issue and was not counted as a project being added or removed.

The examples rely on dashboard text and have not been independently verified beyond the public dashboard material used for this Pulse.
